9. Delaware
Delaware ranks 10th in the country on affordability measures, the highest-ranking northeast state. The state has no sales tax, and has several favorable provisions for retirees, who can shelter a large portion of their income and don’t have to pay state taxes on Social Security. Seven in 10 seniors in the state are able-bodied, the highest percentage in the country, according to United Health Foundation.
